Despite being armed with sweeping powers on paper, the Commission has done little to address the pressing issues of discrimination, injustice, and socio-economic backwardness faced by minorities\u2014particularly the Muslim community.<\/p>\n<hr data-start=\"604\" data-end=\"607\" \/>\n<h3 data-start=\"609\" data-end=\"658\">A Noble Vision Lost in Bureaucratic Silence<\/h3>\n<p data-start=\"660\" data-end=\"1013\">Constituted to uphold secular values and advise the government on policies for minority welfare, the Commission was once seen as a vital institution for social justice. Its mandate includes protecting constitutional rights, studying discrimination, promoting communal harmony, and ensuring fair representation of minorities in government institutions.<\/p>\n<p data-start=\"1015\" data-end=\"1230\">Through the <strong data-start=\"1027\" data-end=\"1055\">Karnataka Act 13 of 2016<\/strong>, the Commission was vested with the powers of a Civil Court \u2014 a landmark move intended to give it authority to summon officials, demand records, and conduct investigations.<\/p>\n<p data-start=\"1232\" data-end=\"1399\">On paper, this makes it a formidable \u201cwatchdog\u201d and \u201cguide.\u201d In reality, it has become an institution that barks neither at injustice nor at government indifference.<\/p>\n<hr \/>\n<h2 data-pm-slice=\"1 1 []\"><span style=\"color: #0000ff;\">&#8220;\u0c85\u0cb2\u0ccd\u0caa\u0cb8\u0c82\u0c96\u0ccd\u0caf\u0cbe\u0ca4\u0cb0 \u0c86\u0caf\u0ccb\u0c97 \u0c95\u0cbe\u0c97\u0ca6\u0ca6 \u0cb9\u0cc1\u0cb2\u0cbf \u0c86\u0c97\u0cbf\u0ca6\u0cc6\u0caf\u0cc7? \u0ca8\u0ccd\u0caf\u0cbe\u0caf \u0c95\u0cbe\u0caa\u0cbe\u0ca1\u0cac\u0cc7\u0c95\u0cbe\u0ca6 \u0c86\u0caf\u0ccb\u0c97\u0cb5\u0cc7 \u0ca8\u0cbf\u0cb7\u0ccd\u0c95\u0ccd\u0cb0\u0cbf\u0caf\u0cb5\u0cbe\u0c97\u0cbf\u0ca6\u0cc6\u0caf\u0cc7?&#8221;<\/span><\/h2>\n<hr data-start=\"1401\" data-end=\"1404\" \/>\n<h3 data-start=\"1406\" data-end=\"1468\">Civil Court Powers \u2014 Strong in Theory, Weak in Execution<\/h3>\n<p data-start=\"1470\" data-end=\"1504\">The Commission\u2019s powers include:<\/p>\n<ul data-start=\"1505\" data-end=\"1753\">\n<li data-start=\"1505\" data-end=\"1555\">\n<p data-start=\"1507\" data-end=\"1555\">Summoning and examining any person under oath.<\/p>\n<\/li>\n<li data-start=\"1556\" data-end=\"1606\">\n<p data-start=\"1558\" data-end=\"1606\">Ordering the production of official documents.<\/p>\n<\/li>\n<li data-start=\"1607\" data-end=\"1650\">\n<p data-start=\"1609\" data-end=\"1650\">Collecting evidence through affidavits.<\/p>\n<\/li>\n<li data-start=\"1651\" data-end=\"1704\">\n<p data-start=\"1653\" data-end=\"1704\">Accessing public records from government offices.<\/p>\n<\/li>\n<li data-start=\"1705\" data-end=\"1753\">\n<p data-start=\"1707\" data-end=\"1753\">Issuing directives for witness examinations.<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"1755\" data-end=\"1955\">Such authority should have made it a strong defender of minority rights. Yet, these powers remain largely unused \u2014 leaving many to question whether the Commission has the will or the freedom to act.<\/p>\n<hr data-start=\"1957\" data-end=\"1960\" \/>\n<h3 data-start=\"1962\" data-end=\"1999\">A Decade Without a Single Study<\/h3>\n<p data-start=\"2001\" data-end=\"2296\">Perhaps the most glaring indicator of its dormancy is the absence of substantial research or reports in recent years. The last major study \u2014 the <strong data-start=\"2146\" data-end=\"2191\">Anwar Maniippady Committee Report of 2012<\/strong>, which exposed large-scale irregularities in Waqf property management \u2014 dates back more than a decade.<\/p>\n<p data-start=\"2298\" data-end=\"2464\">Since then, not a single major report has emerged. \u201cThis silence speaks volumes about the Commission\u2019s paralysis,\u201d noted an observer familiar with minority affairs.<\/p>\n<hr \/>\n<h2 style=\"text-align: right;\" data-pm-slice=\"1 1 []\"><span style=\"color: #008000;\">&#8220;\u0627\u0642\u0644\u06cc\u062a\u0648\u06ba \u06a9\u06d2 \u062d\u0642\u0648\u0642 \u06a9\u0627 \u0645\u062d\u0627\u0641\u0638 \u062e\u0648\u062f \u0628\u06d2 \u0628\u0633 \u06a9\u06cc\u0648\u06ba \u06c1\u06d2\u061f \u06a9\u06cc\u0627 \u06a9\u0631\u0646\u0627\u0679\u06a9 \u0627\u0642\u0644\u06cc\u062a\u06cc \u06a9\u0645\u06cc\u0634\u0646 \u0635\u0631\u0641 \u0627\u06cc\u06a9 \u06a9\u0627\u063a\u0630\u06cc \u0634\u06cc\u0631 \u0628\u0646 \u0686\u06a9\u0627 \u06c1\u06d2\u061f&#8221;<\/span><\/h2>\n<hr data-start=\"2466\" data-end=\"2469\" \/>\n<h3 data-start=\"2471\" data-end=\"2499\">Neglect of Core Issues<\/h3>\n<p data-start=\"2501\" data-end=\"2636\">Critics argue that the Commission has failed to act on some of the most serious challenges facing minorities in Karnataka, including:<\/p>\n<ul data-start=\"2637\" data-end=\"2959\">\n<li data-start=\"2637\" data-end=\"2695\">\n<p data-start=\"2639\" data-end=\"2695\">The alarming rise in communal hatred and Islamophobia.<\/p>\n<\/li>\n<li data-start=\"2696\" data-end=\"2772\">\n<p data-start=\"2698\" data-end=\"2772\">The growing number of under-trial Muslim prisoners languishing in jails.<\/p>\n<\/li>\n<li data-start=\"2773\" data-end=\"2867\">\n<p data-start=\"2775\" data-end=\"2867\">The lack of effective measures to promote secularism within the administration and police.<\/p>\n<\/li>\n<li data-start=\"2868\" data-end=\"2959\">\n<p data-start=\"2870\" data-end=\"2959\">The absence of recommendations for legal action against hate speech and discrimination.<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"2961\" data-end=\"3100\">\u201cThe Commission was meant to be a shield for the weak, but it has become a silent spectator,\u201d remarked a community leader from Bengaluru.<\/p>\n<hr data-start=\"3102\" data-end=\"3105\" \/>\n<h3 data-start=\"3107\" data-end=\"3142\">Meagre Budget, Minimal Impact<\/h3>\n<p data-start=\"3144\" data-end=\"3421\">According to the <strong data-start=\"3161\" data-end=\"3216\">Minority Welfare Department\u2019s 2024\u201325 Annual Report<\/strong>, the Commission\u2019s activities are limited to routine district visits, grievance hearings, reviewing the Prime Minister\u2019s 15-Point Programme, meeting religious leaders, and organizing Minority Rights Day.<\/p>\n<p data-start=\"3423\" data-end=\"3570\">These symbolic activities, while well-intentioned, barely scratch the surface of the deep-rooted problems the institution was created to address.<\/p>\n<p data-start=\"3572\" data-end=\"3863\">Adding to its woes is the Commission\u2019s <strong data-start=\"3611\" data-end=\"3648\">annual budget of just \u20b92.45 crore<\/strong>\u2014a sum that barely covers salaries and operational expenses. \u201cHow can an agency protect millions of people\u2019s rights when it can\u2019t even fund independent studies or field investigations?\u201d asked a retired bureaucrat.<\/p>\n<hr data-start=\"3865\" data-end=\"3868\" \/>\n<h3 data-start=\"3870\" data-end=\"3899\">Apathy or Incompetence?<\/h3>\n<p data-start=\"3901\" data-end=\"4188\">The question remains: is the Commission\u2019s inefficiency due to its own lack of initiative, or the government\u2019s deliberate neglect?<br data-start=\"4030\" data-end=\"4033\" \/>With insufficient staff, funds, and autonomy, it seems designed to fail \u2014 a token body existing only to show that something is being done for minorities.<\/p>\n<p data-start=\"4190\" data-end=\"4404\">Without genuine political will, even the strongest legal provisions remain hollow. \u201cExpecting the Commission to defend minority rights while keeping it weak and under-resourced is futile,\u201d said a senior activist.<\/p>\n<hr data-start=\"4406\" data-end=\"4409\" \/>\n<h3 data-start=\"4411\" data-end=\"4444\">What the Government Must Do<\/h3>\n<p data-start=\"4446\" data-end=\"4653\">If the state truly intends to uphold the constitutional promise of equality and justice, it must <strong data-start=\"4543\" data-end=\"4572\">revitalize the Commission<\/strong> with adequate funding, qualified personnel, and full operational independence.<\/p>\n<p data-start=\"4655\" data-end=\"4850\">Empowerment cannot come through proclamations or commemorations \u2014 it must come through <strong data-start=\"4742\" data-end=\"4752\">action<\/strong>. Karnataka\u2019s minorities deserve not symbolic reassurance, but genuine institutional protection.<\/p>\n<p data-start=\"4852\" data-end=\"5054\">Until that happens, the question will continue to echo in the corridors of power and among the people alike:<br data-start=\"4960\" data-end=\"4963\" \/><strong data-start=\"4963\" data-end=\"5052\">Has the Karnataka State Minorities Commission become nothing more than a paper tiger?<\/strong><\/p>\n<hr \/>\n<h2 data-start=\"1793\" data-end=\"1816\"><span style=\"color: #ff0000;\">\u2753 <strong data-start=\"1798\" data-end=\"1816\">Important Q&amp;As<\/strong><\/span><\/h2>\n<h3 data-start=\"1818\" data-end=\"1907\"><strong data-start=\"1822\" data-end=\"1905\">Q1.
