The report, based on on-ground testimonies, legal analysis, and field observations, raises serious concerns about arbitrary arrests, disproportionate force, and the demolition of Muslim-owned properties without due process.<\/p>\n<p data-start=\"1058\" data-end=\"1477\">The findings center on a demonstration held on <strong data-start=\"1105\" data-end=\"1127\">September 26, 2025<\/strong>, organized by <strong data-start=\"1142\" data-end=\"1171\">Maulana Tauqeer Raza Khan<\/strong>, chief of the Ittehad-e-Millat Council (IMC), who sought to submit a memorandum to local officials in solidarity with Muslims in Kanpur. The Kanpur controversy had erupted earlier when police filed an FIR against organizers who displayed a banner reading \u201cI Love Muhammad\u201d during Barawafat celebrations.<\/p>\n<hr data-start=\"1479\" data-end=\"1482\" \/>\n<h3 data-start=\"1484\" data-end=\"1560\"><strong data-start=\"1488\" data-end=\"1560\">From Kanpur to Bareilly: How a Peaceful Campaign Became a Flashpoint<\/strong><\/h3>\n<p data-start=\"1562\" data-end=\"2063\">According to the report, the controversy began in Kanpur\u2019s Rawatpur area, where a light board displaying \u201cI Love Muhammad\u201d was installed as part of routine Eid Milad-un-Nabi celebrations. Right-wing groups opposed it, prompting the police to intervene \u2014 but instead of acting against the instigators, they asked the Muslim organizers to remove the banner. When Muslims later protested the FIR registered against them, similar demonstrations of solidarity emerged in several cities, including Bareilly.<\/p>\n<p data-start=\"2065\" data-end=\"2375\">Between September 10 and October 7, authorities across Uttar Pradesh filed <strong data-start=\"2140\" data-end=\"2164\">45 FIRs in 23 cities<\/strong>, booking <strong data-start=\"2174\" data-end=\"2191\">4,505 Muslims<\/strong> \u2014 of whom <strong data-start=\"2202\" data-end=\"2223\">265 were arrested<\/strong>. \u201cIt was in this climate of suppression,\u201d the report states, \u201cthat Maulana Tauqeer Raza decided to submit a memorandum to the district administration.\u201d<\/p>\n<p data-start=\"2377\" data-end=\"2636\">The Bareilly protest, however, quickly turned into a law-and-order flashpoint. The police claimed that sections of the crowd resorted to violence and stone pelting, injuring several officers. But the fact-finding team\u2019s review paints a very different picture.<\/p>\n<hr data-start=\"2638\" data-end=\"2641\" \/>\n<h3 data-start=\"2643\" data-end=\"2697\"><strong data-start=\"2647\" data-end=\"2697\">Contradictory Signals and the Police Crackdown<\/strong><\/h3>\n<p data-start=\"2699\" data-end=\"3019\">The report reconstructs the timeline leading up to the unrest. The Bareilly administration had denied permission for the protest, and on September 25, the IMC issued an advisory asking followers not to assemble. However, a late-night message circulated on WhatsApp dismissed the advisory as fake, confusing supporters.<\/p>\n<p data-start=\"3021\" data-end=\"3304\">On <strong data-start=\"3024\" data-end=\"3040\">September 26<\/strong>, after Friday prayers, large numbers gathered outside Ala Hazrat Dargah and the cleric\u2019s residence carrying \u201cI Love Muhammad\u201d placards. \u201cAround 90\u201395% of the crowd dispersed peacefully,\u201d the report notes, \u201cbut a small faction allegedly clashed with the police.\u201d<\/p>\n<p data-start=\"3306\" data-end=\"3694\">Lawyers interviewed during the fact-finding visit said the police used force without warning. \u201cVideos clearly show that people were walking peacefully. Suddenly, the police began a lathi charge without any announcement,\u201d said <strong data-start=\"3532\" data-end=\"3542\">Armand<\/strong>, a local advocate. \u201cThe officers, in an attempt to assert authority, acted excessively and irresponsibly, creating panic instead of maintaining order.\u201d<\/p>\n<p data-start=\"3696\" data-end=\"4030\">By nightfall, <strong data-start=\"3710\" data-end=\"3722\">ten FIRs<\/strong> had been filed, naming more than <strong data-start=\"3756\" data-end=\"3772\">2,000 people<\/strong> \u2014 including Maulana Tauqeer Raza, who was later arrested along with eight others and remanded to judicial custody. Internet services were suspended across Bareilly division for 48 hours, and special police forces were deployed in Muslim-majority localities.<\/p>\n<hr data-start=\"4032\" data-end=\"4035\" \/>\n<h3 data-start=\"4037\" data-end=\"4109\"><strong data-start=\"4041\" data-end=\"4109\">Media Updates: +91-93531 21474 [WhatsApp] | <a class=\"decorated-link cursor-pointer\" rel=\"noopener\" data-start=\"4087\" data-end=\"4107\">indianowme@gmail.com<\/a><\/strong><\/h3>\n<hr data-start=\"4111\" data-end=\"4114\" \/>\n<h3 data-start=\"4116\" data-end=\"4174\"><strong data-start=\"4120\" data-end=\"4174\">FIRs, Legal Overreach, and \u201cCriminalizing Dissent\u201d<\/strong><\/h3>\n<p data-start=\"4176\" data-end=\"4483\">The APCR report describes the FIRs as \u201cvague, repetitive, and exaggerated,\u201d often copied across police stations. Many sections invoked \u2014 including <strong data-start=\"4323\" data-end=\"4359\">132 (offences against the State)<\/strong> and <strong data-start=\"4364\" data-end=\"4380\">302 (murder)<\/strong> \u2014 carry the gravest penalties under the new Bharatiya Nyaya Sanhita, even though no deaths occurred.<\/p>\n<p data-start=\"4485\" data-end=\"4825\">\u201cThis excessive criminalization,\u201d the report argues, \u201cturns a constitutionally protected act of expression into a criminal offense for an entire community.\u201d The team also found that copies of FIRs were not provided to detainees or their families, and that arrests were carried out without informing them of charges or grounds for detention.<\/p>\n<p data-start=\"4827\" data-end=\"5030\">One lawyer told investigators that \u201cFIRs were filed eight hours after the incident, and people were picked up from homes without documentation. Even we, as lawyers, were denied access to the FIR copies.\u201d<\/p>\n<p data-start=\"5032\" data-end=\"5346\">The analysis concludes that the FIRs exaggerate facts and misrepresent a peaceful gathering as a riot, with the language describing the crowd as a \u201cmob\u201d rather than individuals. \u201cIt\u2019s a classic tactic,\u201d said a Bareilly-based activist, \u201cto instill fear and keep residents under pressure by keeping FIRs open-ended.\u201d<\/p>\n<figure id=\"attachment_5983\" aria-describedby=\"caption-attachment-5983\" style=\"width: 443px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-5983\" src=\"https:\/\/belgaumnow.com\/wp-content\/uploads\/2025\/10\/I-Love-Muhammad-Insertion.jpg\" alt=\"\" width=\"443\" height=\"578\" srcset=\"https:\/\/belgaumnow.com\/wp-content\/uploads\/2025\/10\/I-Love-Muhammad-Insertion.jpg 443w, https:\/\/belgaumnow.com\/wp-content\/uploads\/2025\/10\/I-Love-Muhammad-Insertion-230x300.jpg 230w\" sizes=\"auto, (max-width: 443px) 100vw, 443px\" \/><figcaption id=\"caption-attachment-5983\" class=\"wp-caption-text\">I Love Muhammad, Fact-Finding Report by APCR<\/figcaption><\/figure>\n<hr data-start=\"5348\" data-end=\"5351\" \/>\n<h3 data-start=\"5353\" data-end=\"5417\"><strong data-start=\"5357\" data-end=\"5417\">Bulldozers and Sealed Shops: The New Face of Retribution<\/strong><\/h3>\n<p data-start=\"5419\" data-end=\"5798\">In the days following the protest, the crackdown extended from people to properties. On <strong data-start=\"5507\" data-end=\"5523\">September 29<\/strong>, authorities sealed <strong data-start=\"5544\" data-end=\"5556\">32 shops<\/strong> in Mazaar Pehalwaan Market \u2014 a registered Waqf property \u2014 without prior notice. \u201cWe were given two hours to vacate our shops,\u201d said <strong data-start=\"5689\" data-end=\"5697\">Saul<\/strong>, a tenant. \u201cThere was no written order, only fear. Police told us to take our belongings and leave.\u201d<\/p>\n<p data-start=\"5800\" data-end=\"6054\">The market, the report notes, is under litigation between the Bareilly Nagar Nigam and the Waqf Board, and a stay order from the Waqf Tribunal was already in force. \u201cThe sealing was illegal,\u201d the report asserts, \u201cand amounted to collective punishment.\u201d<\/p>\n<p data-start=\"6056\" data-end=\"6355\">Days later, the <strong data-start=\"6072\" data-end=\"6100\">Raza Palace banquet hall<\/strong>, owned by a close aide of the cleric, was bulldozed under heavy police guard. Several other properties belonging to Muslims, including councillor Abdul Qayyum Khan\u2019s home and an e-rickshaw station linked to the cleric\u2019s family, were sealed or demolished.<\/p>\n<p data-start=\"6357\" data-end=\"6508\">A petition before the <strong data-start=\"6379\" data-end=\"6412\">State Human Rights Commission<\/strong> has since challenged these demolitions, calling them \u201cpunitive acts without notice or hearing.\u201d<\/p>\n<hr data-start=\"6510\" data-end=\"6513\" \/>\n<h3 data-start=\"6515\" data-end=\"6570\"><strong data-start=\"6519\" data-end=\"6570\">Arrests, Fear, and the Silencing of a Community<\/strong><\/h3>\n<p data-start=\"6572\" data-end=\"6841\">As of <strong data-start=\"6578\" data-end=\"6591\">October 8<\/strong>, at least <strong data-start=\"6602\" data-end=\"6615\">89 people<\/strong> had been arrested in connection with the Bareilly unrest, with cash rewards announced for seven absconding individuals. Local lawyers estimate the number could rise as police continue to pick up residents, including minors.<\/p>\n<p data-start=\"6843\" data-end=\"7047\"><strong data-start=\"6843\" data-end=\"6854\">Salamon<\/strong>, uncle of one detainee, recounted: \u201cMy nephew Zaden was sleeping at home when police came and took him away. They gave no reason, no paper, nothing. He hadn\u2019t even attended the Friday prayer.\u201d<\/p>\n<p data-start=\"7049\" data-end=\"7361\">The report describes Muslim neighborhoods as \u201ctense, silent, and heavily policed,\u201d contrasting with the \u201cnormalcy of Hindu-majority areas.\u201d One team member wrote in their field notes, \u201cThe air was still in Muslim localities \u2014 people were afraid to step out. But just a few streets away, life continued as usual.\u201d<\/p>\n<hr data-start=\"7363\" data-end=\"7366\" \/>\n<h3 data-start=\"7368\" data-end=\"7407\"><strong data-start=\"7372\" data-end=\"7407\">Systemic Pattern of Suppression<\/strong><\/h3>\n<p data-start=\"7409\" data-end=\"7720\">The APCR\u2019s findings point to a broader pattern of state overreach \u2014 where peaceful assertion of religious identity by Muslims is met with aggressive policing, arbitrary detentions, and administrative retaliation. \u201cThis is not about law and order,\u201d the report concludes. \u201cIt\u2019s about using the law to intimidate.\u201d<\/p>\n<p data-start=\"7722\" data-end=\"8071\">The report recommends that the <strong data-start=\"7753\" data-end=\"7781\">Uttar Pradesh government<\/strong> facilitate dialogue with community representatives, that the <strong data-start=\"7843\" data-end=\"7851\">NHRC<\/strong> investigate human rights violations, and that disciplinary action be taken against officers who ordered illegal arrests and demolitions. It also calls for the <strong data-start=\"8011\" data-end=\"8032\">immediate release<\/strong> of those detained without due process.<\/p>\n<hr data-start=\"8073\" data-end=\"8076\" \/>\n<h3 data-start=\"8078\" data-end=\"8100\"><strong data-start=\"8082\" data-end=\"8100\">A City Divided<\/strong><\/h3>\n<p data-start=\"8102\" data-end=\"8416\">The Bareilly unrest has exposed deep communal and institutional fault lines. For many residents, the events of late September were less about a slogan and more about the right to exist without fear. As one advocate observed, \u201cWhen love for the Prophet becomes a criminal act, what remains of our freedom of faith?\u201d<\/p>\n<p data-start=\"8418\" data-end=\"8625\">For now, Bareilly remains under a blanket of silence \u2014 its markets subdued, its youth anxious, and its faith under scrutiny.
