Their struggle seemed to reach a decisive moment on <strong data-start=\"552\" data-end=\"570\">August 1, 2024<\/strong>, when a seven-judge Constitution Bench of the Supreme Court upheld sub-categorisation within SCs by a 6:1 verdict. Only under pressure did it constitute the <strong data-start=\"870\" data-end=\"907\">Justice Naga Mohan Das Commission<\/strong> to recommend a formula tailored for the state. Despite resistance from within the bureaucracy, the Commission submitted its exhaustive report on <strong data-start=\"1053\" data-end=\"1065\">August 4<\/strong>. The government has now called a special Cabinet meeting on <strong data-start=\"1126\" data-end=\"1139\">August 16<\/strong> to decide its fate.<\/p>\n<p data-start=\"1163\" data-end=\"1434\">Meanwhile, the report has leaked. Copies are circulating on social media, and newspapers like <em data-start=\"1257\" data-end=\"1268\">Prajavani<\/em> have published detailed analyses. The government has neither confirmed nor denied its authenticity\u2014making it evident that the leaked version is, in fact, official.<\/p>\n<hr data-start=\"1436\" data-end=\"1439\" \/>\n<h2 data-start=\"1441\" data-end=\"1480\"><\/h2>\n<h2 data-start=\"1441\" data-end=\"1480\">What the Das Commission Recommends<\/h2>\n<p data-start=\"1481\" data-end=\"1771\">The Commission studied <strong data-start=\"1504\" data-end=\"1525\">101 SC sub-castes<\/strong> in Karnataka, representing a population of 1.05 crore (after correcting anomalies and excluding inter-caste marriages). It grouped them into five categories\u2014A to E\u2014based on education, economic conditions, and representation in government jobs.<\/p>\n<ul data-start=\"1773\" data-end=\"2274\">\n<li data-start=\"1773\" data-end=\"1857\">\n<p data-start=\"1775\" data-end=\"1857\"><strong data-start=\"1775\" data-end=\"1787\">Group A:<\/strong> 59 most deprived sub-castes (5.22 lakh people) \u2192 <strong data-start=\"1837\" data-end=\"1855\">1% reservation<\/strong><\/p>\n<\/li>\n<li data-start=\"1858\" data-end=\"1937\">\n<p data-start=\"1860\" data-end=\"1937\"><strong data-start=\"1860\" data-end=\"1872\">Group B:<\/strong> 18 Madiga-related sub-castes (36.69 lakh) \u2192 <strong data-start=\"1917\" data-end=\"1935\">6% reservation<\/strong><\/p>\n<\/li>\n<li data-start=\"1938\" data-end=\"2017\">\n<p data-start=\"1940\" data-end=\"2017\"><strong data-start=\"1940\" data-end=\"1952\">Group C:<\/strong> 17 Holeya-related sub-castes (30.08 lakh) \u2192 <strong data-start=\"1997\" data-end=\"2015\">5% reservation<\/strong><\/p>\n<\/li>\n<li data-start=\"2018\" data-end=\"2135\">\n<p data-start=\"2020\" data-end=\"2135\"><strong data-start=\"2020\" data-end=\"2032\">Group D:<\/strong> Relatively advanced castes such as Lambani, Bhovi, Korama, Koracha (28.34 lakh) \u2192 <strong data-start=\"2115\" data-end=\"2133\">4% reservation<\/strong><\/p>\n<\/li>\n<li data-start=\"2136\" data-end=\"2274\">\n<p data-start=\"2138\" data-end=\"2274\"><strong data-start=\"2138\" data-end=\"2150\">Group E:<\/strong> 4.74 lakh people registered under generic labels like AK, AD, AA (without disclosing original caste) \u2192 <strong data-start=\"2254\" data-end=\"2272\">1% reservation<\/strong><\/p>\n<\/li>\n<\/ul>\n<p data-start=\"2276\" data-end=\"2753\">The recommendations have predictably reopened old wounds. The Madiga community, historically the most vocal in demanding sub-quota, wants immediate implementation. Some Holeya leaders have burned copies of the report, alleging it unfairly moves certain sub-castes into the Madiga grouping. Lambani leaders demand further review by a Cabinet sub-committee\u2014widely seen as an attempt to delay. Others argue that the AK\/AD\/AA category itself should be scrapped and redistributed.<\/p>\n<hr data-start=\"2755\" data-end=\"2758\" \/>\n<h2 data-start=\"2760\" data-end=\"2815\">The Core Issue: Unequal Backwardness Within Dalits<\/h2>\n<p data-start=\"2816\" data-end=\"2867\">The Supreme Court has laid down clear principles:<\/p>\n<ul data-start=\"2868\" data-end=\"3089\">\n<li data-start=\"2868\" data-end=\"2927\">\n<p data-start=\"2870\" data-end=\"2927\">SCs are not homogeneous\u2014inequalities exist within them.<\/p>\n<\/li>\n<li data-start=\"2928\" data-end=\"2993\">\n<p data-start=\"2930\" data-end=\"2993\">Treating unequals equally violates the spirit of reservation.<\/p>\n<\/li>\n<li data-start=\"2994\" data-end=\"3089\">\n<p data-start=\"2996\" data-end=\"3089\">Governments <em data-start=\"3008\" data-end=\"3014\">must<\/em> measure relative backwardness with hard data before granting sub-quotas.<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"3091\" data-end=\"3153\">Did the Das Commission follow this? The report shows it did.<\/p>\n<h3 data-start=\"3155\" data-end=\"3175\">Education Gaps<\/h3>\n<ul data-start=\"3176\" data-end=\"3537\">\n<li data-start=\"3176\" data-end=\"3285\">\n<p data-start=\"3178\" data-end=\"3285\">Just <strong data-start=\"3183\" data-end=\"3202\">four sub-castes<\/strong> account for <strong data-start=\"3215\" data-end=\"3253\">72% of all SC students passing PUC<\/strong> and <strong data-start=\"3258\" data-end=\"3282\">71% of all graduates<\/strong>.<\/p>\n<\/li>\n<li data-start=\"3286\" data-end=\"3394\">\n<p data-start=\"3288\" data-end=\"3394\">Among 11,365 SC medical students, <strong data-start=\"3322\" data-end=\"3329\">70%<\/strong> belong to just four groups\u2014Banjara, Bhovi, Holeya, and Madiga.<\/p>\n<\/li>\n<li data-start=\"3395\" data-end=\"3537\">\n<p data-start=\"3397\" data-end=\"3537\">By contrast, <strong data-start=\"3410\" data-end=\"3473\">25 sub-castes have not produced a single technical graduate<\/strong>, and <strong data-start=\"3479\" data-end=\"3534\">54 sub-castes have not produced a single PhD holder<\/strong>.<\/p>\n<\/li>\n<\/ul>\n<h3 data-start=\"3539\" data-end=\"3560\">Government Jobs<\/h3>\n<ul data-start=\"3561\" data-end=\"3841\">\n<li data-start=\"3561\" data-end=\"3639\">\n<p data-start=\"3563\" data-end=\"3639\">Of the total SC workforce in state government, <strong data-start=\"3610\" data-end=\"3636\">10 sub-castes dominate<\/strong>.<\/p>\n<\/li>\n<li data-start=\"3640\" data-end=\"3706\">\n<p data-start=\"3642\" data-end=\"3706\"><strong data-start=\"3642\" data-end=\"3704\">12 sub-castes have never had a single government employee.<\/strong><\/p>\n<\/li>\n<li data-start=\"3707\" data-end=\"3841\">\n<p data-start=\"3709\" data-end=\"3841\">Women remain severely under-represented. In Lambani sub-castes, there are <strong data-start=\"3783\" data-end=\"3816\">4.5 times more men than women<\/strong> in government service.<\/p>\n<\/li>\n<\/ul>\n<h3 data-start=\"3843\" data-end=\"3873\">Political Representation<\/h3>\n<p data-start=\"3874\" data-end=\"3923\">Even in local bodies, representation is skewed:<\/p>\n<ul data-start=\"3924\" data-end=\"4083\">\n<li data-start=\"3924\" data-end=\"4002\">\n<p data-start=\"3926\" data-end=\"4002\">In municipal corporations, <strong data-start=\"3953\" data-end=\"3999\">89 sub-castes have never won a single seat<\/strong>.<\/p>\n<\/li>\n<li data-start=\"4003\" data-end=\"4083\">\n<p data-start=\"4005\" data-end=\"4083\">Panchayat seats are similarly concentrated in the hands of a few sub-castes.<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"4085\" data-end=\"4189\">The numbers are unambiguous: Karnataka\u2019s SC communities are internally fractured by deep inequalities.<\/p>\n<hr data-start=\"4191\" data-end=\"4194\" \/>\n<h2 data-start=\"4196\" data-end=\"4226\">Justice or Fragmentation?<\/h2>\n<p data-start=\"4227\" data-end=\"4366\">The Commission has scientifically documented these disparities and offered a formula. But will it deliver justice\u2014or intensify divisions?<\/p>\n<p data-start=\"4368\" data-end=\"4382\">Critics say:<\/p>\n<ul data-start=\"4383\" data-end=\"4627\">\n<li data-start=\"4383\" data-end=\"4518\">\n<p data-start=\"4385\" data-end=\"4518\">The <strong data-start=\"4389\" data-end=\"4433\">1% quota for 59 most deprived sub-castes<\/strong> (with just 6 lakh people) is tokenistic. Can such a small slice truly uplift them?<\/p>\n<\/li>\n<li data-start=\"4519\" data-end=\"4627\">\n<p data-start=\"4521\" data-end=\"4627\">The report risks fuelling competition between Madiga, Holeya, and Lambani groups\u2014already at loggerheads.<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"4629\" data-end=\"4650\">Supporters counter:<\/p>\n<ul data-start=\"4651\" data-end=\"4807\">\n<li data-start=\"4651\" data-end=\"4807\">\n<p data-start=\"4653\" data-end=\"4807\">For decades, benefits of reservation have gone largely to a handful of relatively advanced SCs. The Das formula is the first real attempt at correction.<\/p>\n<\/li>\n<\/ul>\n<hr data-start=\"4809\" data-end=\"4812\" \/>\n<h2 data-start=\"4814\" data-end=\"4853\">The Larger Question: Beyond Quotas<\/h2>\n<p data-start=\"4854\" data-end=\"5066\">At its heart, reservation is not charity\u2014it is a tool to restore dignity and equal citizenship to those historically denied both. But if confined only to government jobs, it risks serving just a small fraction.<\/p>\n<p data-start=\"5068\" data-end=\"5274\">Consider this: Karnataka has over <strong data-start=\"5102\" data-end=\"5123\">1.05 crore Dalits<\/strong>, but only <strong data-start=\"5134\" data-end=\"5147\">1.47 lakh<\/strong> have government jobs\u2014that is <strong data-start=\"5177\" data-end=\"5192\">barely 1.5%<\/strong>. The other <strong data-start=\"5204\" data-end=\"5213\">98.5%<\/strong> still struggle without land, resources, or social dignity.<\/p>\n<p data-start=\"5276\" data-end=\"5581\">Meanwhile, privatisation and contractualisation are shrinking government jobs further. Even existing backlog vacancies remain unfilled. Unless the fight for reservation expands into a fight against <strong data-start=\"5474\" data-end=\"5497\">neoliberal policies<\/strong> and for <strong data-start=\"5506\" data-end=\"5546\">redistribution of land and resources<\/strong>, justice will remain incomplete.<\/p>\n<hr data-start=\"5583\" data-end=\"5586\" \/>\n<h2 data-start=\"5588\" data-end=\"5626\">Conclusion: A Historic Crossroads<\/h2>\n<p data-start=\"5627\" data-end=\"5868\">The Das Report is far from perfect. Its categories may need fine-tuning. Its allocations may need revision. But it represents a critical step: an official recognition that Dalits are not a monolith\u2014and that justice requires looking within.<\/p>\n<p data-start=\"5870\" data-end=\"5909\">The choice before Karnataka is stark:<\/p>\n<ul data-start=\"5910\" data-end=\"6093\">\n<li data-start=\"5910\" data-end=\"5999\">\n<p data-start=\"5912\" data-end=\"5999\"><strong data-start=\"5912\" data-end=\"5936\">Implement the report<\/strong> and open a new chapter in social justice, however contested.<\/p>\n<\/li>\n<li data-start=\"6000\" data-end=\"6093\">\n<p data-start=\"6002\" data-end=\"6093\">Or delay, dilute, and risk deepening the very inequalities reservation was meant to undo.<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"6095\" data-end=\"6306\">As Ambedkar warned, democracy cannot survive without social justice.
