{"id":5118,"date":"2025-08-10T19:07:00","date_gmt":"2025-08-10T13:37:00","guid":{"rendered":"https:\/\/belgaumnow.com\/?p=5118"},"modified":"2025-08-10T19:10:07","modified_gmt":"2025-08-10T13:40:07","slug":"5118","status":"publish","type":"post","link":"https:\/\/belgaumnow.com\/?p=5118","title":{"rendered":"Nagarahole\u2019s Adivasis Accuse Authorities of Violating Constitutional and Customary Rights"},"content":{"rendered":"<h2 data-start=\"94\" data-end=\"210\"><span style=\"color: #ff0000;\"><strong data-start=\"97\" data-end=\"210\">Adivasi Communities of Nagarahole Protest Against Conservation-Linked Evictions, Demand Recognition of Rights<\/strong><\/span><\/h2>\n<p data-start=\"212\" data-end=\"519\"><strong data-start=\"212\" data-end=\"251\">Kodagu, Karnataka \u2013 August 10, 2025<\/strong><br data-start=\"251\" data-end=\"254\" \/>Marking <em data-start=\"262\" data-end=\"293\">World Indigenous Peoples\u2019 Day<\/em>, Adivasi communities from 30 villages in the Nagarahole forests staged a two-day protest, accusing forest and government authorities of violating their constitutional and customary rights in the name of wildlife conservation.<\/p>\n<p data-start=\"521\" data-end=\"837\">The demonstrations, organised by the <strong data-start=\"558\" data-end=\"621\">Nagarahole Adivasi Jammapale Hakku Sthapana Samiti (NAJHSS)<\/strong>, were held at the Nanachi Tiger Safari gate and drew hundreds of Adivasi families, leaders, and activists. Protesters decried forced evictions, harassment, and the growing commercialisation of their ancestral lands.<\/p>\n<hr data-start=\"839\" data-end=\"842\" \/>\n<h3 data-start=\"844\" data-end=\"886\"><strong data-start=\"848\" data-end=\"886\">Ancestral Lands as \u2018Tourism Zones\u2019<\/strong><\/h3>\n<p data-start=\"887\" data-end=\"989\">Participants installed a signboard declaring Nagarahole a self-governing Adivasi territory, stating:<\/p>\n<blockquote data-start=\"990\" data-end=\"1157\">\n<p data-start=\"992\" data-end=\"1157\">\u201cNagarahole forest is the sacred customary lands of Adivasi clans and families living here\u2026 In this ancestral territory, people, animals, and the forest are equals.\u201d<\/p>\n<\/blockquote>\n<p data-start=\"1159\" data-end=\"1574\">Protesters alleged that, while they face restrictions on accessing their own lands for rituals and livelihood activities, tiger reserve authorities promote commercial safaris without their consent.<br data-start=\"1356\" data-end=\"1359\" \/>\u201cThousands of tourists come every year to see tigers, elephants, and deer on the very lands from which we were evicted,\u201d the statement read. \u201cOur sacred spirits and deities are being turned into tourism spectacles.\u201d<\/p>\n<p data-start=\"1576\" data-end=\"1815\">Resorts and private operators were accused of running unregulated safaris with the tacit approval of forest officials. NAJHSS leaders called for an investigation into \u201cthe corrupt nexus\u201d between resorts, plantation owners, and authorities.<\/p>\n<figure id=\"attachment_5120\" aria-describedby=\"caption-attachment-5120\" style=\"width: 1024px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" class=\"size-large wp-image-5120\" src=\"https:\/\/belgaumnow.com\/wp-content\/uploads\/2025\/08\/adivasi-protest-2-1024x530.jpeg\" alt=\"\" width=\"1024\" height=\"530\" srcset=\"https:\/\/belgaumnow.com\/wp-content\/uploads\/2025\/08\/adivasi-protest-2-1024x530.jpeg 1024w, https:\/\/belgaumnow.com\/wp-content\/uploads\/2025\/08\/adivasi-protest-2-300x155.jpeg 300w, https:\/\/belgaumnow.com\/wp-content\/uploads\/2025\/08\/adivasi-protest-2-768x397.jpeg 768w, https:\/\/belgaumnow.com\/wp-content\/uploads\/2025\/08\/adivasi-protest-2-1536x795.jpeg 1536w, https:\/\/belgaumnow.com\/wp-content\/uploads\/2025\/08\/adivasi-protest-2.jpeg 1600w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><figcaption id=\"caption-attachment-5120\" class=\"wp-caption-text\">\u201cWe have lived here for generations, yet we are treated like encroachers in our own lands.\u201d<\/figcaption><\/figure>\n<hr data-start=\"1817\" data-end=\"1820\" \/>\n<h3 data-start=\"1822\" data-end=\"1878\"><strong data-start=\"1826\" data-end=\"1878\">Unfulfilled Promises Under the Forest Rights Act<\/strong><\/h3>\n<p data-start=\"1879\" data-end=\"2200\">The protesters criticised both district administrations and the state government for failing to recognise their <strong data-start=\"1991\" data-end=\"2024\">Community Forest Rights (CFR)<\/strong>, <strong data-start=\"2026\" data-end=\"2069\">Community Forest Resource Rights (CFRR)<\/strong>, and <strong data-start=\"2075\" data-end=\"2093\">habitat rights<\/strong> under the <em data-start=\"2104\" data-end=\"2135\">Forest Rights Act, 2006 (FRA)<\/em>\u2014despite repeated directives from the Ministry of Tribal Affairs.<\/p>\n<p data-start=\"2202\" data-end=\"2410\">\u201cWe have been filing claims since 2011,\u201d said JA Shivu, NAJHSS leader and president of the Karadikallu Forest Rights Committee. \u201cAll we get are rejections on arbitrary grounds. This is deliberate harassment.\u201d<\/p>\n<p data-start=\"2412\" data-end=\"2583\">The protesters accused the Congress-led Karnataka government of being a \u201csilent bystander\u201d to these injustices, despite championing the FRA as its legislative achievement.<\/p>\n<hr data-start=\"2585\" data-end=\"2588\" \/>\n<h3 data-start=\"2590\" data-end=\"2609\"><strong data-start=\"2594\" data-end=\"2609\">Key Demands<\/strong><\/h3>\n<p data-start=\"2610\" data-end=\"2744\">A charter of demands was presented at the protest, which will be formally submitted to the Chief Minister and Governor. These include:<\/p>\n<ul data-start=\"2746\" data-end=\"3282\">\n<li data-start=\"2746\" data-end=\"2821\">\n<p data-start=\"2748\" data-end=\"2821\"><strong data-start=\"2748\" data-end=\"2768\">No Tiger Safaris<\/strong> until CFR and habitat rights are fully recognised.<\/p>\n<\/li>\n<li data-start=\"2822\" data-end=\"2959\">\n<p data-start=\"2824\" data-end=\"2959\"><strong data-start=\"2824\" data-end=\"2853\">Withdrawal of False Cases<\/strong> filed under the <em data-start=\"2870\" data-end=\"2901\">Wildlife Protection Act, 1972<\/em> against Adivasi community members and their supporters.<\/p>\n<\/li>\n<li data-start=\"2960\" data-end=\"3086\">\n<p data-start=\"2962\" data-end=\"3086\"><strong data-start=\"2962\" data-end=\"3007\">End to Militarisation and AI Surveillance<\/strong> in the forest, which they allege is aimed at suppressing demands for rights.<\/p>\n<\/li>\n<li data-start=\"3087\" data-end=\"3282\">\n<p data-start=\"3089\" data-end=\"3282\"><strong data-start=\"3089\" data-end=\"3128\">Declaration of Fifth Schedule Areas<\/strong> in all Adivasi-majority regions, including Nagarahole, with immediate implementation of the <em data-start=\"3221\" data-end=\"3281\">Panchayats (Extension to Scheduled Areas) Act, 1996 (PESA)<\/em>.<\/p>\n<\/li>\n<\/ul>\n<hr data-start=\"3284\" data-end=\"3287\" \/>\n<h3 data-start=\"3289\" data-end=\"3331\"><strong data-start=\"3293\" data-end=\"3331\">A Question to the State and Nation<\/strong><\/h3>\n<p data-start=\"3332\" data-end=\"3405\">The protest ended with a pointed appeal to the public and policymakers:<\/p>\n<blockquote data-start=\"3406\" data-end=\"3535\">\n<p data-start=\"3408\" data-end=\"3535\">\u201cWhy are we being made slaves in other people\u2019s lands and branded as encroachers on the lands we inherited from our ancestors?\u201d<\/p>\n<\/blockquote>\n<p data-start=\"3537\" data-end=\"3846\">The agitation was supported by multiple organisations, including the <strong data-start=\"3606\" data-end=\"3648\">Nagarahole Budakattu Krishikara Sangha<\/strong>, <strong data-start=\"3650\" data-end=\"3696\">Rashtriya Moola Adivasi Vedike (Karnataka)<\/strong>, <strong data-start=\"3698\" data-end=\"3751\">Community Network Against Protected Areas (India)<\/strong>, <strong data-start=\"3753\" data-end=\"3790\">National Adivasi Alliance (India)<\/strong>, and the <strong data-start=\"3800\" data-end=\"3845\">People\u2019s Union for Civil Liberties (PUCL)<\/strong>.<\/p>\n<h2 data-start=\"882\" data-end=\"913\"><span style=\"color: #ff0000;\"><strong data-start=\"885\" data-end=\"913\">Key Quotes:<\/strong><\/span><\/h2>\n<ol data-start=\"914\" data-end=\"1662\">\n<li data-start=\"914\" data-end=\"1046\">\n<p data-start=\"917\" data-end=\"1046\"><strong data-start=\"917\" data-end=\"945\">JA Shivu, NAJHSS leader:<\/strong><br data-start=\"945\" data-end=\"948\" \/><em data-start=\"951\" data-end=\"1044\">\u201cWe have lived here for generations, yet we are treated like encroachers in our own lands.\u201d<\/em><\/p>\n<\/li>\n<li data-start=\"1048\" data-end=\"1177\">\n<p data-start=\"1051\" data-end=\"1177\"><strong data-start=\"1051\" data-end=\"1073\">Protest statement:<\/strong><br data-start=\"1073\" data-end=\"1076\" \/><em data-start=\"1079\" data-end=\"1175\">\u201cOur sacred spirits and deities are being turned into tourism spectacles without our consent.\u201d<\/em><\/p>\n<\/li>\n<li data-start=\"1179\" data-end=\"1346\">\n<p data-start=\"1182\" data-end=\"1346\"><strong data-start=\"1182\" data-end=\"1209\">On government inaction:<\/strong><br data-start=\"1209\" data-end=\"1212\" \/><em data-start=\"1215\" data-end=\"1344\">\u201cThe Congress boasts of creating the Forest Rights Act, but in Karnataka it has been a silent bystander to ongoing injustices.\u201d<\/em><\/p>\n<\/li>\n<li data-start=\"1348\" data-end=\"1492\">\n<p data-start=\"1351\" data-end=\"1492\"><strong data-start=\"1351\" data-end=\"1383\">On tourism and displacement:<\/strong><br data-start=\"1383\" data-end=\"1386\" \/><em data-start=\"1389\" data-end=\"1490\">\u201cTourists come to see tigers and elephants on the very lands from which we were violently evicted.\u201d<\/em><\/p>\n<\/li>\n<li data-start=\"1494\" data-end=\"1662\">\n<p data-start=\"1497\" data-end=\"1662\"><strong data-start=\"1497\" data-end=\"1530\">On the Fifth Schedule demand:<\/strong><br data-start=\"1530\" data-end=\"1533\" \/><em data-start=\"1536\" data-end=\"1660\">\u201cAdivasi-majority regions must be declared Fifth Schedule Areas.
