Manjunath<\/strong> tops the list, having allocated <strong data-start=\"1700\" data-end=\"1714\">\u20b96.3 crore<\/strong>, while P.C. Mohan used just <strong data-start=\"1743\" data-end=\"1755\">\u20b947 lakh<\/strong> of the \u20b95 crore available.<\/p>\n<blockquote data-start=\"1784\" data-end=\"1945\">\n<p data-start=\"1786\" data-end=\"1945\">\u201cThis data challenges the assumption that high attendance translates into active engagement,\u201d observed <strong data-start=\"1889\" data-end=\"1912\">Kathyayini Chamaraj<\/strong>, Chairperson of CIVIC Bangalore.<\/p>\n<\/blockquote>\n<hr data-start=\"1947\" data-end=\"1950\" \/>\n<h3 data-start=\"1952\" data-end=\"2012\"><strong data-start=\"1956\" data-end=\"2012\">MLAs: Alarming Trends in Inactivity and Unused Funds<\/strong><\/h3>\n<p data-start=\"2014\" data-end=\"2309\">On the legislative front, <strong data-start=\"2040\" data-end=\"2061\">N. Shreenivasaiah<\/strong> of Nelamangala was the only MLA to record <strong data-start=\"2104\" data-end=\"2123\">100% attendance<\/strong>, though just <strong data-start=\"2137\" data-end=\"2144\">29%<\/strong> of MLAs attended more than 90% of the sessions. <strong data-start=\"2193\" data-end=\"2210\">Priya Krishna<\/strong> registered the lowest attendance at <strong data-start=\"2247\" data-end=\"2257\">53.62%<\/strong>\u2014in a House that met only <strong data-start=\"2283\" data-end=\"2295\">69 times<\/strong> in two years.<\/p>\n<p data-start=\"2311\" data-end=\"2565\">Shockingly, <strong data-start=\"2323\" data-end=\"2347\">nearly a third (32%)<\/strong> of non-ministerial MLAs did not ask a single question. <strong data-start=\"2403\" data-end=\"2417\">N.A. Haris<\/strong> of Shanthinagar raised <strong data-start=\"2441\" data-end=\"2468\">230 unstarred questions<\/strong>, while <strong data-start=\"2476\" data-end=\"2491\">S. Muniraju<\/strong> of Dasarahalli asked <strong data-start=\"2513\" data-end=\"2540\">seven starred questions<\/strong>, the highest among MLAs.<\/p>\n<p data-start=\"2567\" data-end=\"2774\">Despite the pressing need for urban reforms, <strong data-start=\"2612\" data-end=\"2678\">none of the city\u2019s MLAs or MPs introduced Private Member Bills<\/strong> to tackle Bengaluru\u2019s governance issues\u2014an omission CIVIC calls \u201ca serious missed opportunity.\u201d<\/p>\n<blockquote data-start=\"2776\" data-end=\"2966\">\n<p data-start=\"2778\" data-end=\"2966\">\u201cThe 74th Constitutional Amendment remains unimplemented in spirit. Not a single legislator is using the platforms available to bring attention to this structural failure,\u201d Chamaraj added.<\/p>\n<\/blockquote>\n<hr data-start=\"2968\" data-end=\"2971\" \/>\n<h3 data-start=\"2973\" data-end=\"3016\"><strong data-start=\"2977\" data-end=\"3016\">Funds Lying Idle: \u20b940 Crore Unspent<\/strong><\/h3>\n<p data-start=\"3018\" data-end=\"3272\">While LAD funds allocated to MPs roll over each year, MLA funds under the <strong data-start=\"3092\" data-end=\"3144\">Karnataka Local Area Development Scheme (KLLADS)<\/strong> expire after two years. Only <strong data-start=\"3174\" data-end=\"3187\">four MLAs<\/strong> have fully utilized their \u20b94 crore entitlement, and <strong data-start=\"3240\" data-end=\"3247\">22%<\/strong> have used more than 90%.<\/p>\n<p data-start=\"3274\" data-end=\"3452\">Disturbingly, <strong data-start=\"3288\" data-end=\"3320\">\u20b940.79 crore remains unspent<\/strong>, with another <strong data-start=\"3335\" data-end=\"3372\">\u20b94.84 crore at risk of forfeiture<\/strong>. <strong data-start=\"3374\" data-end=\"3388\">S. Manjula<\/strong> of Mahadevapura has not allocated a single rupee from her fund.<\/p>\n<hr data-start=\"3454\" data-end=\"3457\" \/>\n<h3 data-start=\"3459\" data-end=\"3509\"><strong data-start=\"3463\" data-end=\"3509\">Skyrocketing Net Worths and Criminal Cases<\/strong><\/h3>\n<p data-start=\"3511\" data-end=\"3890\">Financial disclosures revealed startling growth in the net worth of several MLAs. <strong data-start=\"3593\" data-end=\"3609\">K. Gopalaiah<\/strong> of Mahalakshmi Layout reported a <strong data-start=\"3643\" data-end=\"3656\">1,399.57%<\/strong> increase over his previous term. <strong data-start=\"3690\" data-end=\"3704\">Munirathna<\/strong> of Rajarajeshwari Nagar followed with a <strong data-start=\"3745\" data-end=\"3756\">959.63%<\/strong> spike, while <strong data-start=\"3770\" data-end=\"3784\">N.A.
