Every monsoon, HBR Layout in Bengaluru\u2019s Sarvagnanagar Assembly Constituency turns into a nightmare for its residents. Streets transform into swimming pools, gutters overflow into homes, and the stench of stagnant sewage fills the air. Despite repeated promises from politicians and officials, the flooding crisis persists\u2014year after year, administration after administration.<\/p>\n

This time is no different. Heavy rains have once again exposed the shoddy drainage systems and poorly maintained infrastructure, leaving residents grappling with property damage, health hazards, and financial strain.<\/p>\n

A Two-Decade-Long Crisis with No Solution in Sight<\/strong><\/h3>\n

For nearly 20 years, areas like HBR 3rd Block (Matekar Street), 4th Block (near Forest Park), 5th Block (Hennur Village), Nagwara (behind KEB), and Arogya Amma Layout have faced severe waterlogging. The situation is so dire that many are forced to abandon their homes and seek shelter elsewhere.<\/p>\n

“The MLA from this constituency, KJ George, has won four times. Is he unaware of our suffering?” questioned\u00a0Yaseen Qumaini<\/strong>, Aam Aadmi Party Bengaluru Organizing Secretary. “Ministers and MLAs visit, survey, make promises, and vanish. The only thing that gets delivered is substandard work, thanks to corruption between politicians and contractors.”<\/p>\n

The\u00a0Raja Kaluve<\/strong>\u00a0(stormwater drain), built at a cost of crores, has failed to alleviate flooding. Poor maintenance and blocked connecting drains render it useless, allowing rainwater to gush into homes.<\/p>\n

Political Visits, Empty Promises<\/strong><\/h3>\n

Chief Minister\u00a0Siddaramaiah<\/strong>, Deputy CM\u00a0DK Shivakumar<\/strong>, former CM\u00a0BS Bommai<\/strong>, Opposition Leader\u00a0R Ashoka<\/strong>, and MP\u00a0PC Mohan<\/strong>\u00a0have all visited HBR Layout over the years. Yet, residents say no concrete action has followed.<\/p>\n

“We\u2019ve submitted countless complaints to BBMP, but nothing changes,” said\u00a0Pratap<\/strong>, former president of the HBR Layout Residents’ Welfare Association (RWA). “Funds are released, but corruption ensures they never reach the actual work. Contractors deliver pathetic quality, and officials turn a blind eye.”<\/p>\n

Niranjan<\/strong>, another RWA member, added, “The roads near Manyata Tech Park and Frazer Town are death traps. Potholes filled with rainwater have caused accidents and even fatalities. But who cares?”<\/p>\n

Locals allege a well-oiled machinery of kickbacks between politicians, BBMP officials, and contractors.\u00a0Abdul Hafeez Khalid<\/strong>, a resident, said, “Every monsoon, we face the same horror. The government doesn\u2019t hold BBMP accountable. They just wait for the media to highlight the issue, then do temporary fixes.”<\/p>\n

Babu Anna<\/strong>, a long-time resident, echoed the frustration: “Ministers come, take photos, and leave. The engineers hand over contracts to their favored firms, and the work vanishes within months. We\u2019re tired of this cycle.”<\/p>\n
