This marks the second consecutive edition where the state has ranked first overall, backed by notable improvements in legal aid, reduced police vacancies, and increased diversity within the justice system.<\/p>\n<p class=\"\" data-start=\"664\" data-end=\"1024\">The IJR 2025, India\u2019s only comprehensive ranking of states on justice delivery, evaluates performance across four key pillars: Police, Judiciary, Prisons, and Legal Aid. Now in its fourth edition, the report is a result of a 24-month analysis of official government data, conducted by a consortium of civil society organisations and coordinated by Tata Trusts.<\/p>\n<figure id=\"attachment_3852\" aria-describedby=\"caption-attachment-3852\" style=\"width: 703px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-3852 size-full\" src=\"https:\/\/belgaumnow.com\/wp-content\/uploads\/2025\/04\/India-Justice-Report.jpeg\" alt=\"Karnataka Tops Legal Aid, Falls Short on Women\u2019s Representation in Police\" width=\"703\" height=\"413\" srcset=\"https:\/\/belgaumnow.com\/wp-content\/uploads\/2025\/04\/India-Justice-Report.jpeg 703w, https:\/\/belgaumnow.com\/wp-content\/uploads\/2025\/04\/India-Justice-Report-300x176.jpeg 300w\" sizes=\"auto, (max-width: 703px) 100vw, 703px\" \/><figcaption id=\"caption-attachment-3852\" class=\"wp-caption-text\">India Justice Report<\/figcaption><\/figure>\n<h3 class=\"\" data-start=\"1026\" data-end=\"1081\">Karnataka\u2019s Continued Dominance in Justice Delivery<\/h3>\n<p class=\"\" data-start=\"1083\" data-end=\"1388\">Karnataka led in legal aid and retained high rankings in other pillars: second in prisons, third in police, and fourth in the judiciary. The state stands out as the only one to meet reservation quotas for Scheduled Castes, Scheduled Tribes, and Other Backward Classes in both the police and the judiciary.<\/p>\n<p class=\"\" data-start=\"1390\" data-end=\"1691\">Additionally, Karnataka recorded the lowest officer-level vacancies among all large states, with only 1.2% of sanctioned positions in the police left unfilled. It also reported the highest utilisation of police modernisation funds (98.5%) and ensured that 99% of police stations have women help desks.<\/p>\n<p class=\"\" data-start=\"1693\" data-end=\"1951\">\u201cReform is not optional. It is urgent,\u201d said <strong data-start=\"1738\" data-end=\"1755\">Maja Daruwala<\/strong>, Chief Editor of the India Justice Report. \u201cA well-resourced, responsive justice system is a constitutional imperative that must be experienced as an everyday reality available to every citizen.\u201d<\/p>\n<h3 class=\"\" data-start=\"1953\" data-end=\"2027\">Legal Aid: Paralegal Volunteer Network Expands Even as Clinics Decline<\/h3>\n<p class=\"\" data-start=\"2029\" data-end=\"2375\">Karnataka ranked first in the legal aid pillar, countering a national trend of declining paralegal volunteers. The number of paralegal volunteers per lakh population increased from 4.9 in January 2019 to 7.59 in September 2024, the highest in the country. The state also leads in gender representation, with women comprising 44% of panel lawyers.<\/p>\n<p class=\"\" data-start=\"2377\" data-end=\"2549\">However, the number of legal service clinics in rural areas sharply declined\u2014from 174 in 2021-22 to just 32 in 2023-24\u2014raising concerns about access in underserved regions.<\/p>\n<h3 class=\"\" data-start=\"2551\" data-end=\"2609\">Judiciary: Increased Representation, Reduced Vacancies<\/h3>\n<p class=\"\" data-start=\"2611\" data-end=\"2965\">Karnataka has made commendable strides in judicial appointments. It now fills 100% of reserved positions for SC, ST, and OBC judges in the district judiciary and has 37% women among district court judges. The state also reduced vacancies among district judges from 22% in 2022 to 16% in 2025, while staffing gaps in the High Court shrank from 26% to 17%.<\/p>\n<h3 class=\"\" data-start=\"2967\" data-end=\"3044\">Prisons: Better Infrastructure, But High Undertrial and Medical Vacancies<\/h3>\n<p class=\"\" data-start=\"3046\" data-end=\"3453\">Despite having the highest proportion of women in prison staff (33%) and increasing video conferencing coverage in prisons from 68% to 93%, Karnataka faces persistent issues. Alarmingly, <strong data-start=\"3233\" data-end=\"3269\">80% of prisoners are undertrials<\/strong>, the highest proportion since 2015. Women comprise only 9% of the police force, and a mere 6% at the officer level. These numbers highlight the need for greater gender representation and inclusion in the state\u2019s security apparatus.<\/p>\n<h3 class=\"\" data-start=\"3784\" data-end=\"3855\">National Trends: Bihar Shows Improvement Amid Persistent Challenges<\/h3>\n<p class=\"\" data-start=\"3857\" data-end=\"4296\">Among other large states, <strong data-start=\"3883\" data-end=\"3892\">Bihar<\/strong> made modest gains, climbing three spots to rank 13th overall. It improved in policing (from 16th to 10th) and legal aid (from 16th to 12th). However, Bihar continues to struggle with chronic underfunding\u2014it has the lowest per capita expenditure on both police and judiciary.
