Shockingly, funds earmarked for vital schemes, such as the Vidyasiri initiative, meant to provide scholarships for minority students, have remained untouched. Documents obtained by &#8220;the-file.in&#8221; expose this appalling negligence.<\/p>\n\n\n\n<p>The department\u2019s incompetence is further highlighted in the case of the Vidyasiri scheme, which was allocated Rs 24.99 crore to aid minority students with scholarships.&nbsp;<strong>Callous Disregard for Educational Aspirations<\/strong>&nbsp;\u2013 Of this, Rs 18.74 crore had been released by December 2, 2024. Yet, astoundingly, not a single rupee has been disbursed. Instead, the funds have been hoarded, callously disregarding the plight of students who depend on these scholarships to continue their education.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><em>Infrastructure and Employment Initiatives Stagnant<\/em><\/h3>\n\n\n\n<p>Similarly, Rs 17.15 crore was set aside for training minority students for competitive exams, of which Rs 12.86 crore was released.&nbsp;<strong>Bureaucratic Red Tape Choking Minority Advancement<\/strong>&nbsp;\u2013 However, only Rs 6.31 crore has been utilized, leaving over half of the grant shamefully idle. In total, Rs 100 crore was allocated for scholarships, yet an egregious Rs 46 crore remains unused. Such gross financial mismanagement exposes the department\u2019s sheer apathy toward the educational empowerment of marginalized communities.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><em>Key Welfare Programs Neglected<\/em><\/h3>\n\n\n\n<p>The overall fiscal irresponsibility is staggering. Out of the total Rs 3,059.84 crore allocated to the Minority Welfare Department for 2024-25, only Rs 1,505.72 crore was released by December, and a meager Rs 1,276.29 crore was actually spent.&nbsp;<strong>A Monumental Governance Failure<\/strong>&nbsp;\u2013 This means a disgraceful 41.71% of the total grant was utilized, reflecting a catastrophic failure of governance.<\/p>\n\n\n\n<p>The department\u2019s dereliction of duty does not end here. In a meeting chaired by the Chief Secretary on November 18, 2023, department heads presented their budget expenditure reports, revealing another scandalous fact:&nbsp;<strong>Criminal Apathy Towards Minority Welfare<\/strong>&nbsp;\u2013 neither the Central nor State Government has released their promised share of funds under Centrally Sponsored Schemes related to minority welfare. In effect, the very programs meant to uplift disadvantaged communities have been left to wither due to bureaucratic apathy and systemic negligence.<\/p>\n\n\n\n<p>Furthermore, despite a provision of Rs 183 crore under the Centrally Sponsored Schemes, neither the Central nor State Governments have disbursed a single rupee by the end of October.&nbsp;<strong>Government Promises Turn to Dust<\/strong>&nbsp;\u2013 The Pradhan Mantri Jan Vikas Program, which was allocated Rs 83 crore, similarly received no funding. Such blatant disregard for minority welfare projects calls into question the sincerity of the government\u2019s commitments to social justice and inclusivity.<\/p>\n\n\n\n<p>The department\u2019s handling of beneficiary-based schemes is equally abysmal. A staggering Rs 160 crore was allocated for scholarships and fee reimbursements, yet by the end of October, disbursement remained at a scandalously low level.&nbsp;<strong>Scholarship Funds Stalled, Dreams Shattered<\/strong>&nbsp;\u2013 In what can only be described as a betrayal of trust, Rs 25 crore earmarked for fee refunds has seen no expenditure, leaving 18,000 students in limbo for over six months.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><em>Overall Budget Utilization Falls Short<\/em><\/h3>\n\n\n\n<p>Additional programs have suffered the same fate. Out of Rs 68.29 crore allocated for Maulana Azad School maintenance and hostel development, only Rs 35.38 crore has been spent.&nbsp;<strong>Education Infrastructure Starved of Funds<\/strong>&nbsp;\u2013 A budget of Rs 347.89 crore was provided for hostel and residential school maintenance, yet by October, only Rs 181.42 crore had been released, with an even lower Rs 123.12 crore actually utilized.<\/p>\n\n\n\n<p>The gross incompetence extends to economic empowerment initiatives as well. Under the Shram Shakti Loan Scheme, Rs 5 crore was supposed to be disbursed to 1,000 individuals for financial aid.&nbsp;<strong>A Sham of Financial Assistance<\/strong>&nbsp;\u2013 Instead, not a single rupee reached the beneficiaries, yet a dubious Rs 11.01 crore was mysteriously marked as \u2018expenditure.\u2019 This raises serious questions about the financial transparency and integrity of the department.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><em>Public Concern<\/em><\/h3>\n\n\n\n<p>The gravity of this financial mismanagement cannot be overstated. At a time when minority students and communities desperately need support, the deliberate inaction and bureaucratic inefficiency have rendered crucial welfare schemes meaningless.&nbsp;<strong>Minority Welfare Reduced to a Cruel Joke<\/strong>&nbsp;\u2013 The Minority Welfare Department must be held accountable for this scandalous dereliction of duty, and immediate corrective measures must be undertaken to ensure that these essential funds reach the intended beneficiaries without further delay.
